The Pacific Park Project (originally known as Atlantic Yards) is a large multi-use development project in New York City. The Barclays Center (an event and sporting arena), opened in September 2012, is the centerpiece of the 22-acre development. The overall Project consists of 8 million square feet of residential, retail, commercial, and entertainment property, including:
• 6,400 residential units of condos, market-rate, and affordable apartments;
• Major infrastructure improvements;
• A below-grade state-of-the-art Long Island Rail Road rail yard; and
• Eight acres of publicly accessible open space.
Roux conducted a large Phase II Environmental Site Assessment (ESA) at over 70 properties to support the New York State Environmental Quality Review Act (SEQRA) Environmental Impact Statement (EIS) prepared for the Project. The following services were provided by Roux prior to construction:
• Phase I and II ESAs throughout 22 acres (sampling of soil, groundwater, and soil vapor);
• Collected over 350 soil samples and over 175 groundwater samples using various drilling methods;
• Coordinated with various public agencies (MTA, NYCTA, NYSDEC, and ESDC);
• Property acquisitions support; and
• Environmental support for demolition and relocation of an active nine-acre 100-year-old rail yard.
During construction activities, our services included:
• Asbestos/lead paint abatement coordination;
• Community air monitoring program (CAMP);
• In situ soil characterization, and on-site soil and environmental management;
• Bid support and construction support for excavation of 1.5 million tons of soil;
• NYSDEC spill coordination/remediation;
• NYCOER hazardous materials and noise e-designation coordination; and
• Underground storage tank (UST) removal.
