OBJECTIVES

Roux assisted the County of Los Angeles Internal Services Department (ISD) through counsel in resolving a cease and desist order (CDO) and notice of violation associated with treated wastewater effluent discharges at an essential County, County Fire and California Department of Corrections Fire Camp (Camp 13). Roux helped de-escalate dealings with the Los Angeles Regional Water Quality Control Board (RWQCB) and develop a long-term receiving water groundwater monitoring program, including installation of new alluvium and bedrock groundwater monitoring wells, and establishing that there are background levels of bacteria/coliform in the Malibu hydrologic region. Ongoing work has involved resolution of the CDO, quarterly surface water and groundwater monitoring, improving reporting, and applying for inclusion in a less rigorous waste discharge requirements (WDR) general program.
