Principal Engineer

Ms. Riker is a Principal Engineer at Roux with over twenty-nine years of environmental and civil engineering consulting experience, and a New York Licensed Professional Engineer. Ms. Riker’s areas of expertise include federal and state environmental regulatory compliance assistance and remedial investigations, design, and implementation under various state and federal cleanup programs. Ms. Riker’s regulatory compliance experience consists of petroleum bulk storage (PBS) and chemical bulk storage (CBS) auditing and the associated spill prevention reporting; Emergency Planning and Community Right-to-Know Act (EPCRA) Tier II and Toxic Release Inventory (Form R) reporting; air permitting (Title V, State facility, air facility registrations), compliance reporting, and emission statement preparation; stormwater permitting, reporting, Storm Water Pollution Prevention Plans (SWPPPs), and Best Management Practices (BMP) Plans; industrial wastewater design and pretreatment permitting; and hazardous waste auditing, annual reporting, and reduction planning.

  • Currently serving as environmental consultant for two western NY pharmaceutical manufacturers. Providing ongoing wastewater compliance assistance; and developed and updated Spill Prevention Control and Countermeasure (SPCC) Plans, air emissions permits, Hazardous Waste Reduction Plans, EPCRA reporting, and annual hazardous waste reporting. Assisted with wastewater treatment plant expansion, including sequencing batch reactors and UV disinfection, and New York State Department of Environmental Conservation (NYSDEC) State Pollutant Discharge Elimination System (SPDES) permit modifications for increased flow and new cooling tower water treatment chemicals.
  • Currently serving as adjunct environmental compliance specialist for a vacuum and heat transfer equipment manufacturer, food manufacturer, scrap metal recycling facility, specialty chemical manufacturer, medical equipment manufacturer, and other industrial facilities. Tasks include environmental regulatory compliance auditing, sampling, inspecting, permitting, and reporting services, including EPCRA Tier II and Form R reports; NYSDEC Multi-Sector General Permit (MSGP) for stormwater discharges associated with industrial activity discharge monitoring reports (DMRs) and SWPPPs; PBS/CBS inspections and SPCC Plans/SPR; solid and hazardous waste management; air permitting; and wastewater pretreatment system assistance.
  • Currently serving as a third-party environmental consultant to Delta Sonic Car Wash Systems, Inc. for its NY and PA gasoline stations and lube oil shops. Providing regulatory support for spills and releases. Performing environmental compliance audits focusing on NYSDEC PBS regulations and preparing SPCC Plans and an overall BMP Plan.
  • Managing numerous successful NYSDEC Brownfields Cleanup Program (BCP) projects for former steel plant sites and industrial/commercial properties in Western NY. Prepared Remedial Investigation (RI) Work Plans, RI/Alternative Analysis (AA) Reports, Interim Remedial Measure (IRM) Work Plans, Remedial Action Work Plans (and managed implementation of remedial actions), Final Engineering Reports, and Site Management Plans. Conducting post-Certificate of Completion (COC) annual site inspections and Periodic Review Reports. Contaminants of concern primarily include petroleum, chlorinated solvents, heavy metals, and emerging contaminants.
  • Assisted in the RCRA Corrective Measures Study (CMS) for the Former Bethlehem Steel Site located in Lackawanna, NY. Duties included preparing work plans for Interim Corrective Measures (ICMs); reviewing analytical data obtained for the solid waste management units (SWMUs) and water courses; reviewing reports/assessments prepared by other consultants retained by the NYSDEC and other agencies; and evaluating numerous slag/fill and groundwater remedial alternatives and recommending a final remedial approach in the CMS Report. Currently performing predesign investigations prior to remedy implementation.
