Principal Engineer

Mr. Barber is a registered professional engineer with over thirty-five years in environmental engineering and consulting experience. He holds a BS in Ocean (Civil) Engineering and a Masters in Business Administration from Texas A&M University. He is currently a Principal Engineer for Roux (2024-present). Mr. Barber has over thirty-five years of experience in the solid and hazardous waste management industries, including engineering, environmental compliance, and operations management, as well as exploration and production waste management and disposal for the oil and gas industry. He is also experienced in executing and managing geotechnical and geoenvironmental projects, shallow and deep foundations, environmental permitting, and wastewater treatment.

  • Design and Construction for Hazardous Waste Landfill Units and Closure. Lead Engineer for designing and providing construction quality assurance for a hazardous waste landfill unit and the closure of the previous unit near Alvin, Texas.
  • Permitting, Design, Construction, and Operation of the Republic Services Reeves County Exploration and Production Facility. Lead Engineer for permitting, designing, constructing, and operating the Republic Services Treatment, Recovery, and Disposal Facility in Reeves County, Texas. The facility was operated with deep well and landfill disposal capacity, recovery of hydrocarbons through mechanical and chemical processes, and washout facilities to address the Texas Railroad Commission’s permitting and regulatory requirements.
  • Geotechnical Investigation and Deep Foundation Design 1Gas Station No. 24 Slug Catcher and Expansion for Cryogenic Equipment. Performed and supervised field investigation, laboratory testing, and geotechnical and foundation analysis for the addition of a new slug catcher for Gas Station No. 24 and subsequent expansion of the client’s facility for cryogenic equipment.
  • Lead Engineer for the Geotechnical Investigations and Deep and Shallow Foundation Designs for Marine Oil and Gas Platforms. Performed numerous marine geotechnical investigations and Deep and Shallow Foundation Design and analysis for oil and gas platforms. Analysis included axial pile capacity, lateral pile capacity, and other engineering analysis. Projects were located in Sakhalin Island, Russia; Offshore West Africa; Saudi Arabia; US and State waters of the Gulf of Mexico; and the Bay of Campeche, Mexico for PEMEX.
  • Lead Engineer for Leachate Pre-treatment and Ammonia Reduction for the Golden Triangle Landfill. Lead engineer for addressing, planning, designing, and constructing a pre-treatment system for landfill leachate to reduce the ammonia content to an acceptable standard for the City of Beaumont for the Golden Triangle Landfill. The system included a MBBR (Moving Bed Biofilm Reactor) process that was successful in reducing ammonia concentrations from over 500 ppm to 35 ppm to meet discharge requirements.
