Hector M. Escobar

Mr. Escobar has nearly forty years of environmental experience. He is currently a Technical Director at Roux. Mr. Escobar is an experienced Global Environmental Health and Safety Manager and Leader in the Petrochemical, Chemical, Plastics, Pharmaceutical, Oil Gas, Energy, Cogeneration, and Carbon Black sectors. He is a subject matter expert for the cost-effective implementation and maintenance of environmental health and safety management, compliance systems and software, regulatory implementation and applicability assessments, compliance auditing, and due diligence. He has a proven ability to effectively execute new assignments and full-cycle completion.

  • Responsible for developing business for the air practice and delivering compliance reports and other air media activities to clients accurately and on time.
  • Responsible for implementation and maintenance of corporate and site environmental compliance systems such as incident investigation, environmental permitting, waste management, and various EHS regulatory programs.
  • Responsible for implementation and maintenance of corporate EHS programs such as safe work permitting, PSM, incident investigation, environmental permitting, waste management, product stewardship, and various EHS regulatory programs.
  • Efficiently conducted and supported multiple audits, due diligence, site closures, permitting actions, enforcement actions, and CAA 114 requests, resulting in significant reduction in regulatory liability.
  • Partnered with Americas Regional EHS Managers to provide Health and Safety support to facilities. Provided direct leadership to four North American, six European, three Asian, and one Brazilian Carbon Black and Cogen site.
  • Developed and implemented compliance programs associated with RMP, NSR, and Title V Operating Permit application preparation for major chemical manufacturing facilities.
  • Managed in-house regulatory programs and issues, including management of RCRA storage, treatment, Subtitle D landfill, and BIF incinerator permits and reports; SARA; emissions inventory; TRI and other regulatory reports; on-site spill and release response; and outside agency notifications to NRC, TCEQ, GLO, LEPC, TDH, and others in accordance with company policy and regulations resulting in significant consultant budget savings.
  • Developed and maintained multiple air programs (i.e., GHG, Boiler MACT, Cogen Turbine MACT, RMP, NSR, and Title V Operating Permit applications) for major petrochemical, chemical, and Cogen manufacturing facilities.
  • Managed cost-effective implementation of environmental compliance systems for various operating units, including poly-acetyl, formaldehyde, pharmaceutical, polyethylene, utility, waste heat boiler, cogeneration, and water wastewater systems, to ensure compliance with Title V reporting and permitting.
