Roux California began in 2011 with three Principals and one Business Development Manager who all remain integral members of our firm today. Today, our Oakland, California office employs nearly forty people with diverse expertise, dedicated to servicing clients on the West Coast and beyond. Richard Maxwell has over twenty years of experience as a Geologist at Roux, and is currently a Principal Geologist and Operations Manager for Roux’s Oakland, California office. His breadth of experience includes providing environmental consulting services for commercial, industrial, and brownfield redevelopment sites. Mr. Maxwell’s work is primarily focused on the design, implementation, and management of complex investigations including Phase I environmental site assessments (ESAs); Phase II ESAs; remedial investigations; and a variety of remedial actions/mitigations including capping, in situ injections, groundwater and vapor extraction, and soil excavation.
As an environmental consultant for over twenty-five years, Dr. Angela Liang Cutting is well-versed in various types of soil, soil vapor, groundwater, and wastewater treatment technologies, especially in situ remediation technologies. In addition, she has extensive experience in drinking water and process water treatment technologies and has designed, sized, and optimized water treatment systems for potable water use in compliance with California Title 22 Drinking Water Standards. She has also consulted with industrial and municipal clients regarding the impacts of emerging contaminants to drinking water and potential treatment options, including 1,4-Dioxane, 2,3-Trichloropropane (1,2,3-TCP), and PFAS.
Joshua Graber is a Principal Scientist and Certified Hazardous Materials Manager (CHMM) with over twenty-five years of environmental consulting experience, primarily in the San Francisco Bay Area. He has navigated dozens of projects from the due diligence/transaction phase through ground-up construction and occupancy. He specializes in vapor intrusion assessments and integrates that into his practice. Additionally, he has significant experience managing and remediating complex, long-term environmental liabilities (including Superfund sites) for the most sophisticated clients. He is very familiar with the local regulatory process in all the Bay Area Counties, as well as managing sites regulated by the San Francisco Bay Regional Water Quality Control Board, the Department of Toxic Substance Control, and United States Environmental Protection Agency (USEPA). He is also familiar with the redevelopment process under the California Land Reuse and Revitalization Act (CLRRA).
